Negative dynamics of business development reflects crisis process both worldwide and within Ukraine. Consequently, optimization of legal regulation of business activities is needed badly. In particular, many prominent economists and lawyers consider development of simplified mechanism of activity of one of the least protected business sector, small business entities, private entrepreneurs, the most pressing issue of commercial legislation.

However, in spite of topicality and necessity of the well-known bills “On Amendments to Certain Laws of Ukraine Concerning Assistance to Business”, "On Amendments to Certain Laws Concerning Minimization of Financial Crisis Negative Results for Business Entities”, they are not yet passed by the Ukrainian law-maker.
